The use of 3♣ in response to a 2NT opening bid to enquire about four- card majors in the same way that one might use 2♣ in response to 1NT.
In other words, after the 3♣ response, 3♥/3♠ from opener shows four cards in that major while 3♦ denies a four- card major.
