This refers to hands with no void or singleton but two doubletons, ie a 5-4- 2-2 or 6-3-2-2 shape. Players using a strong no-trump opening are much happier about opening 1NT on a semi- balanced hand than are players who favour a weak no-trump.
Opening 2NT on a semi-balanced hand has widespread acceptance.
